عمليات الاحتيال الشائعة — وكيف تتحقق منها بالضبط

مرتفعOdometer inconsistent with wear
✅ كيف تتحقق: Cross-check mileage against service-history stamps and pedal/steering wear. Get a history report to confirm the true odometer.
مرتفعOutstanding bank finance on the car
✅ كيف تتحقق: A financed car cannot be transferred until the loan is cleared. Get a bank liability/clearance letter before paying.
مرتفعRefuses an RTA-approved inspection or VIN check
✅ كيف تتحقق: Insist on a Tasjeel/Shamil inspection and a chassis/VIN match. Refusal points to accident history or an odometer rollback.
مرتفعPrice far below comparable cars
✅ كيف تتحقق: A price well under the market for the same model/year is the most common bait. Verify the car exists, matches the ad, and is finance/blacklist-free before engaging.
مرتفعSeller asks for a deposit before an in-person viewing
✅ كيف تتحقق: Never pay to "hold" a car you have not seen. Legitimate sellers do not need money before a viewing.
مرتفعPrice is far below market for the make/model/year, paired with an urgent reason to sell (leaving the country, deployment, divorce).
✅ كيف تتحقق: Treat a too-good-to-be-true price as bait. Below-market listings with urgency and stolen professional photos are the standard hook for deposit and cloned-listing scams. Verify against real comparable prices before engaging.
مرتفعOdometer reading is very low but the interior wear, tyres, service history or general condition suggest much higher mileage.
✅ كيف تتحقق: Rollback is common in the UAE - scammers edit digital cluster/ECU mileage. Cross-check the odometer against stamped service history, workshop invoices and physical wear. An RTA Vehicle Status/History Certificate and past inspection records can expose the true mileage trend.
مرتفعOutstanding Salik toll debt and traffic fines are attached to the car and the seller downplays them or won't show a clear fines check.
✅ كيف تتحقق: Unpaid fines and Salik charges block the RTA ownership transfer and registration renewal, and remain the registered owner's liability until settled. Run an RTA/Dubai Police fines check before buying and insist all fines and Salik are cleared before or at transfer.
مرتفعSigns of concealed flood or heavy-accident damage: musty smell, silt in crevices, mismatched paint, welded/wrinkled structural areas, freshly sprayed undercoat.
✅ كيف تتحقق: Flood-damaged and salvage-repaired cars circulate in the UAE. Check for water lines, silt, damp smell and structural repair. If in doubt, get a professional inspection and request the RTA vehicle history before committing.
مرتفعCar still has a bank loan / mortgage on it

The seller still owes a car loan to a UAE bank, so the vehicle is registered 'under mortgage'. They take your cash and vanish, or they genuinely can't transfer the car because the RTA will not change ownership while the bank's claim stands. You end up with no car and no money, or a car you cannot register in your name.

🚩 علامات خطر: Seller is vague about whether the car is 'financed' or 'paid off' · Seller wants the full amount in cash first, promising to 'clear the loan and get the NOC after' · Seller won't show you the current Mulkiya or the mortgage field on it · Price is low and seller is in a hurry to close before you can check
✅ كيف تتحقق: Text the 17-digit chassis number (VIN) to MOI on 7999 from a UAE mobile — the reply tells you if a bank has a registered claim. Also check the mortgage field on the original Mulkiya. If a loan exists, the seller must get an official bank NOC (eNOC) proving the loan is cleared BEFORE you pay or transfer; the RTA blocks transfer without it, and the NOC can take 1–3 working days to appear in the RTA system after settlement. Say: “"I'm happy to buy, but the car shows a mortgage. Please get the bank's NOC clearing the loan first — I'll pay at the RTA/Tasjeel counter when we transfer the Mulkiya together, not before."”
مرتفعSalvage / write-off car rebuilt and re-sold as clean

The car (often a US import) was declared a total loss — salvage or rebuilt title — after a serious crash or flood in its home market, then shipped to the UAE, cosmetically repaired and sold as a normal used car. Structural and safety damage (bent chassis, undeployed/replaced airbags) is hidden under new paint and trim.

🚩 علامات خطر: American-spec import priced noticeably below a GCC-spec equivalent · Seller can't or won't give you the original VIN / country-of-origin history · Panel gaps that don't line up, overspray, mismatched paint, fresh underbody paint · Airbag warning light behaviour is off, or airbag covers look aftermarket
✅ كيف تتحقق: Run the VIN/chassis number through an international history service (Carfax, AutoCheck or CarVertical) for US imports — these show prior salvage, total-loss or flood titles and auction photos from the source market. In the UAE, check accident history by chassis number via the RTA accident-history service and MOI/EVG, and get an independent pre-purchase inspection that specifically checks for structural/chassis repair. Say: “"Is this GCC-spec or imported? Can you share the original VIN so I can pull its history? I'd also like an independent inspection to confirm there's no chassis or airbag repair."”
مرتفعFlood-damaged car cleaned up and sold quietly

After heavy UAE rains (a large wave followed the April 2024 floods, with tens of thousands of cars affected), water-damaged cars are cosmetically dried and detailed, then sold without disclosing the flood history. Corroded wiring and control modules fail weeks or months later, and repairs can cost a large share of the purchase price.

🚩 علامات خطر: Heavy air-freshener smell masking a musty, earthy odour · Water tide-line on the lower seatbelt when pulled all the way out · Rust/orange pitting on the bare-metal seat rails; green oxidation on wiring under the dash · Electrical gremlins on the test drive — flickering screen, stuttering windows, ABS/airbag lights lingering · Damp or over-clean carpet padding underneath a dry-feeling carpet
✅ كيف تتحقق: Do the seatbelt-pull, seat-rail rust and under-dash wiring checks yourself, then get a professional pre-purchase inspection that includes a full ECU diagnostic scan and moisture-meter check of carpet padding and cavities (roughly AED 350–500). For imports, an international VIN report can flag a flood/salvage title from the source market. If the seller refuses an inspection, walk away. Say: “"Has this car ever been through the rains or stood in water? I'd like to take it for an independent inspection with a diagnostic scan before we agree anything."”

الطريقة الآمنة للشراء، خطوة بخطوة

كيف يتم البيع بين الأفراد في الإمارات، خطوة بخطوة. اتبعها بهذا الترتيب لتزيل معظم المخاطر.

  1. Agree the price and confirm who the seller is — Agree a price in writing (a message is fine), and confirm the seller's Emirates ID name matches the owner name on the original Mulkiya. Do not pay any deposit before you've physically seen the car and met the registered owner.
    In person with the seller
  2. Verify the original Mulkiya and match the chassis number — Inspect the ORIGINAL Mulkiya (registration card), not a photo. Check every field — owner name, chassis/VIN, plate number, model, year, colour — against the physical car. Read the 17-digit VIN off the car (windshield base and driver's door jamb) and confirm it matches the Mulkiya exactly.
In person; documents cross-checked against the car
  3. Check RTA vehicle status, mileage history and accident record — Using the VIN, pull the RTA Vehicle (Technical) Status Certificate via the RTA Dubai app / rta.ae / Dubai Now (UAE Pass login) — it logs inspection dates and the mileage recorded each time, so you can catch odometer rollback. Separately, check the car's accident history by chassis number (the RTA accident-history service / MOI / Emirates Vehicle Gate), because the technical status certificate does NOT contain accident data. For imports, also pull an international VIN history report (Carfax/AutoCheck/CarVertical).
RTA (app / website / Dubai Now); MOI 7999 / Emirates Vehicle Gate · ~~50–120 (RTA status certificate, reported range; confirm current fee) + ~120 (RTA accident-history service, reported) + optional international VIN report
  4. Confirm there's no loan, and get the bank NOC if there is — Text the 17-digit chassis number to MOI on 7999 from a UAE mobile to check for a registered bank claim, and check the mortgage field on the Mulkiya. If the car is financed, require the seller to obtain the bank's NOC (eNOC) clearing the loan BEFORE any money moves — allow 1–3 working days for it to appear in the RTA system after settlement.
MOI (SMS 7999); financing bank; RTA
  5. Get an independent pre-purchase inspection — Take the car to a Tasjeel centre or an independent garage for a comprehensive pre-purchase inspection — mechanical, structural (chassis/frame repair), airbags, and a full ECU diagnostic scan plus moisture check for flood damage. Tasjeel's standard test is reported around AED 150–170; a detailed flood/PPI at an independent specialist is reported around AED 350–500. If the seller refuses an inspection, walk away.
Tasjeel centre or reputable independent garage · ~~150–170 (Tasjeel standard test) or ~350–500 (comprehensive independent PPI); confirm current fees
  6. Pass the RTA vehicle test (if the car is 3+ years old) — Cars three years or older need a passing RTA/Tasjeel technical inspection certificate (valid, issued recently) before ownership transfer; cars under three years old are exempt. Book ahead on the RTA app / website — walking in unbooked at some centres can add a fee (reported AED 100).
Tasjeel / RTA-approved testing centre · ~~150–170 test fee (reported); +100 if you attend certain centres without pre-booking (reported)
  7. Arrange insurance in your name — Buy at least third-party (or comprehensive) motor insurance in your name for the car — the RTA requires valid insurance under the buyer's name to complete the transfer and re-register the vehicle.
Any licensed UAE motor insurer / broker · ~Varies widely by car value, age and driver (typically a few percent of car value for comprehensive); get quotes
  8. Transfer ownership at the RTA/Tasjeel — pay here, together — Both buyer and seller attend an RTA Customer Happiness / Tasjeel centre (or complete via Dubai Drive online where eligible) with original Emirates IDs, the Mulkiya, the buyer's insurance and the passing inspection certificate (if applicable). Ensure all fines and Salik dues are settled — the seller pays outstanding fines and the reported ~AED 50 selling fee; the buyer pays the transfer fee (reported ~AED 350) plus a knowledge/innovation fee (reported ~AED 20). Hand over the payment for the car at this counter, as the Mulkiya is reissued in your name.
RTA Customer Happiness Centre / Tasjeel (or Dubai Drive online) · ~~350 transfer + ~20 knowledge/innovation (buyer); ~50 selling fee + all fines (seller); total straightforward transfer commonly ~540–620 incl. inspection, excl. insurance
  9. Collect the new Mulkiya and sort plates — Confirm the reissued Mulkiya is in your name with correct details, and confirm the plate arrangement — you can usually keep the existing plates or transfer/order new ones (extra fees apply for new or reserved plates). Keep the new Mulkiya, insurance and inspection certificate together.
RTA / Tasjeel · ~Plate fees vary (keeping existing plates avoids new-plate cost; new/reserved plates cost more) — confirm at the counter

قبل أن تدفع — تحقّق من هذه

Original Mulkiya (vehicle registration card) — seen in person [critical]
Hold the physical card and read every field against the actual car.
Seller's Emirates ID name matches the owner name on the Mulkiya [critical]
Compare the name on the seller's Emirates ID to the owner field on the Mulkiya; require the registered owner to be present at the RTA transfer.
Chassis number (17-digit VIN) on the car matches the Mulkiya exactly [critical]
Read the VIN from the windshield base and driver's door jamb, and match it character-for-character to the Mulkiya. Any difference = stop.
No outstanding bank loan / mortgage on the car [critical]
Text the chassis number to MOI on 7999 (UAE mobile) and check the mortgage field on the Mulkiya; if financed, require the bank eNOC first (1–3 working days after settlement).
Not stolen — free stolen-vehicle check [critical]
Run a free stolen-car check via the Dubai Police app or Emirates Vehicle Gate using the chassis/plate details.
Payment and Mulkiya transfer happen together at the RTA/Tasjeel [critical]
Do the whole exchange at an RTA Customer Happiness / Tasjeel centre with the registered owner present; release money only as the Mulkiya is reissued in your name.
RTA Vehicle (Technical) Status Certificate — mileage and inspection history [high]
Pull it via the RTA Dubai app / rta.ae / Dubai Now (UAE Pass) using the VIN; compare recorded mileages to the dashboard. Reported cost ~AED 50–120 — confirm current fee.
Accident history by chassis number [high]
Check accident history by chassis via the RTA accident-history service (reported ~AED 120), MOI or Emirates Vehicle Gate / TAMM.
Valid RTA registration and current test/inspection status [high]
Confirm registration validity on the Mulkiya / RTA app; for older cars ensure a recent passing Tasjeel/RTA test certificate exists (or budget to test it).
Service history / maintenance records [high]
Ask for full service records (dealer or garage) and confirm the mileage rises sensibly over time and matches the RTA inspection record.
Independent pre-purchase inspection (structural + ECU/flood scan) [high]
Take it to Tasjeel or a reputable independent garage; ask specifically for chassis/frame, airbag, full ECU diagnostic and moisture/flood checks. Reported cost ~AED 150–170 (Tasjeel) up to ~350–500 (comprehensive PPI).
All fines and Salik dues cleared before/at transfer [high]
Check fines via Dubai Police / EVG; confirm the seller clears all fines and Salik dues before the RTA processes the transfer.
Insurance arranged in the buyer's name [high]
Get a motor insurance policy (third-party or comprehensive) in your name effective from the transfer date.
GCC-spec vs import — and international VIN report for imports [medium]
Ask directly if it's GCC-spec, confirm from the VIN/Mulkiya, and for imports pull an international VIN history report (Carfax/AutoCheck/CarVertical) for origin and title status.
